Born April 29th, 1945, she was the daughter of the late Howard and Muriel (Smith) Sullivan. Elaine grew up in Yarmouth town where she enjoyed roller skating and ice-skating parties. After graduating from Vocational School, she worked in medical records at the Yarmouth Hospital. She then attended Eastern Pentecostal Bible College in Peterborough, Ontario where she received her ministerial diploma. From there she travelled to Geraldton, in northern Ontario to do ministry.
