Fran was born on January 2, 1961 in Swift Current to Verla Claira and Thomas William Reid. She is predeceased by her parents, and her brother Ronald Reid. She is survived by her sister Yvonne Lynne Reid (David Feil), daughter Verla-Marie Lynne Penner (Benjamin Dumas Wiebe), and son Travis Penner.
