KILBURN, CARMEN JOHN HEDLEY The death of Carmen J. H. Kilburn of Fredericton, NB, occurred suddenly in London, ON, while on vacation, on Sunday, June 26th, 2005. Born in Central Kingsclear, NB on July 7th, 1932, he was the son of the late Randolph and Matilda (Black) Kilburn and husband of Doris (Alexander) Kilburn. Carmen spent his early years on a farm in Kingsclear. He was a graduate of Fredericton High School, University of New Brunswick, University of Ottawa, and Carleton University of Chicago. He held several law degrees including Doctor of Laws, Arts, and Survey Engineering. He studied Real Estate, Successful Investing, Income Tax, and Dale Carnegie courses. He graduated from the Canadian Air Force and RCMP. He was employed for over forty years with the Federal and Provincial Governments. He worked in the RCMP generally and specifically in discipline conduct and seven years in the RCMP Legal Branch. He taught law and Police Science in every province of Canada, the Canadian Police College and Atlantic Police Academy. He was a member of the Canadian Police College and Chairman of the Atlantic Police Academy for over ten years. He was a member of the Federal Lawyers Club, member of American Bar Association, a member of the International Ombudsman Association, International Chief and Police Commission Association. He was the first Chairman of the New Brunswick Police Commission. He was Special Advisor to the Solicitor General for several years and he received special awards on Crime Prevention from the Solicitor General of Canada and the Department of the Solicitor General, Ottawa. He was retired for thirteen years and was active in his community volunteering in radio and television. Carmen is survived by his wife of 47 years, Doris; five children, Peter Kilburn of Edmonton, AB, Cathy Haines (Randy) of Charters Settlement, NB, Philip Kilburn (Joan) of London, ON, Christopher Kilburn (JoAnn) of Fredericton, NB and Judy Sundin (Pete) of Quispamsis, NB; seven grandchildren, Randy, Daniel and Tiffany Kilburn, Josh and Carrie Jo Kilburn and Sarah and Matthew Sundin; two brothers, Cecil Kilburn (Sheila) of Fredericton, NB and Ernest Kilburn (Cora) of Markham, ON; three aunts; one uncle and several nieces and nephews. He is predeceased by his parents and one brother, Harold. Visitation will be held at McAdam's Select Community Funeral Home 160 York Street, Fredericton, NB, on Friday, July 8th, 2005 from 2-4 and 7-9 pm. The memorial mass will be celebrated at St. Dunstan's Catholic Church on Saturday, July 9th, 2005 at 12:00 noon. Monsignor Brian Sheehan as Celebrant. Interment will follow in the Hermitage Cemetery.
