MacDonald College, McGill University, 1942, MA Economics, Cornell University, 1947, MA Public Administration, Harvard University, 1952, and a Phd. Public Administration, Harvard University, 1961. Bill’s work and studies was interrupted when he enlisted in the Canadian infantry, 1941, earning the rank of First Lieutenant and then receiving his paratroop wings with the First Canadian Parachute Battalion. Bill went overseas in 1944 and participated in the historic 1945 Canadian Paratroop Battalion Rhine River mission that disabled a German Panzer battalion followed by a 275 mile march across Northern Germany to stop the Russian Army at the Elbe River.
