Douglas Rouse

ROUSE, DOUGLAS AVERY GOODWIN, Q.C. - On February 15, 2013 at the Dr. Everett Chalmers Hospital. He was the son of the late Irvine and Brenda (Woodworth) Rouse. He was predeceased by his wife Alice-Lou Mackay Rouse and his sisters: Betty Coughey and Katherine Minor. Doug was born in Wolfville, Nova Scotia on January 8, 1921 and was raised in Fredericton, N.B. In 1940 after one year at the University of New Brunswick, he enlisted in the army. He served as an artillery captain with the 2nd Field Regiment of the Canadian First Division and saw action in North Africa, Italy and Western Europe. Following the Battle of Ortona in Italy, Doug returned to England, where he was trained to be an artillery air observation pilot and flew in that capacity for the balance of the war. Following the war, he returned to Canada where he completed his Bachelor of Arts degree at U.N.B. and his Bachelor of Laws degree at Dalhousie University, graduating in 1951. He met his wife, Allie-Lou, on the golf course in Fredericton. They were married in 1953 and raised three children together. Doug practiced law in Fredericton where he was a partner with the firm of Hanson, Rouse and Gilbert. In 1960, he joined the provincial government with the Department of Justice and became the Deputy Minister of Justice, overseeing the creation of the legislative framework for Premier Robichaud’s Equal Opportunity Program. In 1970, Doug joined the faculty of U.N.B. Law School where he was the civil procedures professor for many years. In the early 1980’s, he co-chaired the committee that prepared the modern rules of court for New Brunswick. Following his retirement as a professor in 1985, he became counsel for the law firm Mockler, Allen and Dixon. Doug was an active volunteer over the years in various community organizations. He was a past president of the Fredericton Golf Club and the Capital Winter Club. He was also an avid sportsman throughout his life. He enjoyed golf, tennis, badminton, basketball, rugby, bird hunting and fishing. After 49 wonderful years of marriage to Allie-Lou, who passed away in 2001, Doug was extremely fortunate to reunite with his friend from many years previous, Charline Smith, who he married and spent over 10 very special years until his death. In addition to his loving wife, Charline, Doug is survived by his three children: Susan Rouse Eddy (the late John Eddy) of Fredericton, John Rouse of Rothesay, and Andrew Rouse (Lucinda Creamer) of Fredericton; his grandchildren: Martha Bowes of Fredericton; Nicholas and Peter Rouse of Rothesay; his great-granddaughter, Mya; and his brother Paul Rouse (Marjorie) of Fredericton. Doug is also survived by his three step-daughters: Wendy Barker (Allan) of Powell River, B.C.; Sharon Smith (Michael) of London, England; and Rebecca Quigley of Toronto, Ontario; as well as several nieces and nephews.
Visitation will be held at McAdam’s Funeral Home on Wednesday, February 20, 2013 from 2:00 to 4:00 P.M. and 7:00 to 9:00 P.M. A memorial service will be held at Brunswick Street Baptist Church on Thursday, February 21, 2013 at 2:00 P.M. with a reception to follow at the Church. Interment will be in Fredericton Rural Cemetery at a later date.
