SOUTHALL, Joseph James
We are saddened to announce the passing of Joseph Southall at the Queensway Carleton Hospital in Ottawa on Friday, March 16, 2018 peacefully with his family by his side at the age of 64. Son of the late Clive and Frances (Grimes) Southall. Joe leaves behind his loving wife and soul mate of 30 years Marilyn Southall (Nickerson) who held his hand to the end; two precious little dogs Anastasia and Louis; loving step father of Michelle Cleveland (Charles), Comeau’s Hill, Nova Scotia and Kempton Goodwin (Denise), Clark’s Harbour, Nova Scotia; step grandchildren Samantha (Mark), Kamden, Katin, Kazleigh and great granddaughter Blake. Brothers, Steve (Barbara), Ellershouse, Nova Scotia and Mike (Cindy), Kentville, Nova Scotia; nieces, Victoria (Casey) Weaver and Katie Southall; nephews, Matthew, Thomas and Daniel Southall; great uncle to to Hailey and Dominique. Born in Montreal, moved to Windsor, Nova Scotia where he grew up. Joe graduated from Dalhousie University in 1973 at a young age and soon after graduation joined the Fish Inspection Branch, Department of Fisheries and Oceans, Halifax, NS. He quickly promoted within the Fish Inspection Branch and transferred to Barrington Passage NS as an area supervisor. He was later promoted again to a position of area inspection chief in the Yarmouth Area Inspection office. In the mid 1980's Joe accepted a position in the Regional Inspection office, Halifax NS. Joe stayed in Halifax for approximately 10 years. As a result of a re-organization within the Department of Fisheries and Oceans, the Fish Inspection Branch of the Department was separated from the Department and the Canadian Food Inspection Agency (CFIA) was formed. This Agency is national in scope and responsibility and eventually Joe transferred to a Director's position in Ottawa. This turned out to be his final posting and he retired in Ottawa in 2010 after 35 years of loyal dedicated service to the Federal Government of Canada. Travelling the world, always learning was a joy to him. Joe had a fabulous memory. He was an avid reader who always had at least one novel on the go. His work ethic was beyond reproach and as a result made a strong contribution to the Canadian Fish Inspection Program. He was a dedicated Public Servant who represented the interests of all Canadians both domestically and internationally. During his tenure in Ottawa at the CFIA Joe was involved working Internationally, where he participated on projects with trade partner countries and meetings with foreign government representatives and the food processing industry both in Canada and abroad. Member of the Knights of Columbus Holy Redeemer Council 9544, Kanata, Ontario and member of the Stittsville District Lions Club, Stittsville, Ontario. For those of us who knew him we are all better persons. In memory of Joe, donations can be made to Shelburne & Yarmouth SPCA of Nova Scotia. Sincere thanks to the doctors and nursing staff of QCH and to Dr. Peter Davidson, our family doctor for their excellent care of Joe, the Knights of Columbus and the Stittsville Lions Club for their constant dedication to Joe; to Father Pierre Champoux and to Father Rick Lorenze. The love of long- time friends. You assisted him more than you will ever know during these long months.
