McLAUGHLIN, VICTOR DAVE - (1928 - 2013) - It is with deep sadness that the family of Dr. Victor Dave McLaughlin announces his sudden passing at his home in Riverview on February 20, 2013. Born on February 25, 1928, in St. Boniface, Manitoba, he was the son of the late Percival Hill McLaughlin and Blanche Lillian Talbot McLaughlin of Winnipeg, and the nephew of the late Victor H. McLaughlin and Olive Wickwire McLaughlin of Parrsboro, Nova Scotia. He was predeceased by his wife of 58 years, Marguerite Ann (Peggy) Dobson McLaughlin and his brother, George Talbot McLaughlin, of California. Dr. McLaughlin was educated in the public schools of Armstrong, BC, and Parrsboro, NS. He then obtained a B.SC. from Acadia University (1948) and an MD, CM from McGill University (1952). He completed Internship and Residency programs at the Montreal General Hospital which led to Fellowship in the Royal College of Physicians and Surgeons of Canada (1958). He practiced the specialty of Obstetrics and Gynecology in Moncton from 1957 to 1985. He also served as the first Chief of Staff of the Moncton Hospital. In 1986, he was appointed as Registrar of the College of Physicians and Surgeons of New Brunswick. He also served as president of the College of Physicians and Surgeons and the Federation of Medical Licensing Authorities of Canada. Dr. McLaughlin worked on various task forces and committees whose duties ranged from such things as studying the effects of environmental chemicals on reproductive health to reviewing provincial health care services. Dr. McLaughlin was instrumental in developing the Medicare review and audit process when Medicare was introduced in New Brunswick. In 1992 he accepted the position of the inaugural Executive Director of the Atlantic Provinces Medical Peer Review Program. He served in that capacity from 1992 until 1996 when he retired. He was officially recognized for his great contributions to the medical community in 1994 when he was the recipient of the Dr. Garfield Moffatt Award. This award recognizes “the excellence of patient care given by a (NB) physician and outstanding community leadership and service and a devotion to the quality of family life.” The Canadian Medical Association awarded Dr. McLaughlin with its Medal of Service in 2002; he was the only NB physician to ever receive the award. He was recognized with this award because of his “contributions to regulatory agencies and progressive legislation and more importantly in the principled determination that led him to make those contributions.” Dr. McLaughlin was a much-loved and respected family man and physician. He will be sadly missed by many, but especially by his children. He is survived by sons, Bruce (Donna) of Enfield, NS, David (JoAnn), John (Angela), and daughter, Ann Rogers (Glen), all of Riverview. He leaves nine grandchildren and two great-grandchildren.
In keeping with Victor’s wishes, cremation has been carried out. There will be no funeral service, but the family will receive friends at Cobb’s Funeral Home, 330 Whitepine Road, Riverview, (869-2007) from 5:00 p.m. to 8:00 p.m. on Friday, February 22, and from 1:00 p.m. to 4:00 p.m. on Saturday, February 23. For friends wishing to remember Dr. McLaughlin through a charitable donation, the family would appreciate donations to the Alzheimer’s Society of New Brunswick, the Friends of the Moncton Hospital Foundation, or a charity of the donor’s choice.
